Fuel retail runs on a margin measured in cents per gallon, which makes small percentage losses serious money and makes the timing of their discovery almost as important as their size. A discrepancy found at month-end is a number without a story: it could be a short delivery, a drifting meter, water ingress, or theft, and by the time anyone looks there is no way left to tell.

The same discrepancy surfaced at shift close is a different object entirely. It has a shift attached to it, staff who were present, a delivery that either did or did not happen that day, and tank readings from either side of it. That is a variance somebody can actually investigate, and investigating it is what changes behaviour.
